Os objetivos do presente estudo foram: realizar uma série histórica dos procedimentos realizados pelos serviços odontológicos na Atenção Primária em Saúde (APS) no município de Canoas e verificar a redução da proporção de procedimentos de exodontia. Os dados foram coletados do Departamento de Informática do SUS (DATASUS) e foram agrupados em blocos de procedimentos odontológicos: exodontias, restauradores, preventivos, periodontais, endodônticos/urgências e outros procedimentos. Verificou-se que houve redução da proporção de exodontias e quando foram calculadas as médias do período de 10 (...) anos, utilizando os critérios específicos da APS e do IDSUS, as proporções de exodontias foram 4,46% e 4,83%. Neste contexto, conclui-se que a série histórica evidencia a redução das proporções de exodontias no município e as médias das proporções das exodontias no período avaliado foram maiores quando comparadas com a meta estabelecida pelo Plano Anual de Saúde (2,8). Two studies examined the specificity of effects of explanation on learning by prompting 3- to 6-year-old children to explain a mechanical toy and comparing what they learned about the toy’s causal and non-causal properties to children who only observed the toy, both with and without accompanying verbalization. In Study 1, children were experimentally assigned to either explain or observe the mechanical toy. In Study 2, children were classified according to whether the content of their response to an undirected prompt involved (...) explanation. Dependent measures included whether children understood the toy’s functional-mechanical relationships, remembered perceptual features of the toy, effectively reconstructed the toy, and (for Study 2) generalized the function of the toy when constructing a new one. Results demonstrate that across age groups, explanation promotes causal learning and generalization, but does not improve (and in younger children, can even impair) memory for causally-irrelevant perceptual details. Although storybooks are often used as pedagogical tools for conveying moral lessons to children, the ability to spontaneously extract "the moral" of a story develops relatively late. Instead, children tend to represent stories at a concrete level - one that highlights surface features and understates more abstract themes. Here we examine the role of explanation in 5- and 6-year-old children's developing ability to learn the moral of a story. Two experiments demonstrate that, relative to a control condition, prompts to explain (...) aspects of a story facilitate children's ability to override salient surface features, abstract the underlying moral, and generalize that moral to novel contexts. In some cases, generating an explanation is more effective than being explicitly told the moral of the story, as in a more traditional pedagogical exchange. These findings have implications for moral comprehension, the role of explanation in learning, and the development of abstract reasoning in early childhood. (shrink)

The application of the formal framework of causal Bayesian Networks to children’s causal learning provides the motivation to examine the link between judgments about the causal structure of a system, and the ability to make inferences about interventions on components of the system. Three experiments examined whether children are able to make correct inferences about interventions on different causal structures. The first two experiments examined whether children’s causal structure and intervention judgments were consistent with one another. In Experiment 1, children (...) aged between 4 and 8 years made causal structure judgments on a three-component causal system followed by counterfactual intervention judgments. In Experiment 2, children’s causal structure judgments were followed by intervention judgments phrased as future hypotheticals. In Experiment 3, we explicitly told children what the correct causal structure was and asked them to make intervention judgments. The results of the three experiments suggest that the representations that support causal structure judgments do not easily support simple judgments about interventions in children. We discuss our findings in light of strong interventionist claims that the two types of judgments should be closely linked. (shrink)

Irregular migrants are morally entitled to a wide range of legal rights, including basic human and civil rights. Therefore, states ought to create a firewall between those charged with protecting and enforcing these rights and those charged with enforcing immigration laws.

This paper considers normative questions about the integration of legally resident immigrants into contemporary liberal democratic states. First, I ask to what extent immigrants should enjoy the same rights as citizens and on what terms they should have access to citizenship itself. I defend two general principles: (1) differential treatment requires justi.cation; (2) the longer immigrants have lived in the receiving society, the stronger their claim to equal rights and eventually to full citizenship. Second, I explore additional forms of economic, (...) cultural, social, and political integration. I argue that the integration of immigrants depends upon a process of mutual, but asymmetrical adaptation and that it is precisely because the immigrants have to adapt more that the receiving society bears a greater responsibility to take steps to promote equality between the immigrants and the existing population. This article explores normative questions about what legal rights settled immigrants should have in liberal democratic states. It argues that liberal democratic justice, properly understood, greatly constrains the distinctions that can be made between citizens and residents. The longer people stay in a society, the stronger their moral claims become, and after a while they pass a threshold that entitles them to virtually the same legal status as citizens and eventually easy access to citizenship itself.

The ability to represent same-different relations is an important condition for abstract thought. However, there is mixed evidence for when this ability develops, both ontogenetically and phylogenetically. Apparent success in relational reasoning may be evidence for genuine conceptual understanding or may be the result of low-level, perceptual strategies. We introduce a method to discriminate these possibilities by pitting two conditions that are perceptually matched but conceptually different: in a "fused" condition, same and different objects are joined, creating single objects that (...) have the same perceptual features as the two object pairs in the "relational" condition. However, the "fused" objects do not provide evidence for the relation 'same.' Using this method with human toddlers in a causal relational reasoning task provides evidence for genuine conceptual understanding. This novel technique offers a simple manipulation that may be applied to a variety of existing match-to-sample procedures used to assess same-different reasoning to include in future research with non-human animals across species, as well as human infants. Many poor and oppressed people wish to leave their countries of origin in the third world to come to affluent Western societies. This essay argues that there is little justification for keeping them out. The essay draws on three contemporary approaches to political theory - the Rawlsian,the Nozickean, and the utilitarian - to construct arguments for open borders. The fact that all three theories converge upon the same results on this issue, despite their significant disagreements on others, strengthens the case (...) for open borders and reveals its roots in our deep commitment to respect all human beings as free and equal moral persons. Engineering ethics is usually focused on engineers’ ethics, engineers acting as individuals. Certainly, these professionals play a central role in the matter, but engineers are not a singularity inside engineering ; they exist and operate as a part of a complex network of mutual relationships between many other people, organizations and groups. When engineering ethics and engineers’ ethics are taken as one and the same thing the paradigm of the ethical engineer which prevails is that of the heroic engineer, a (...) certain model of the ideal engineer: someone both quite individualistic and strong enough to deal with all the moral challenges that could arise. We argue that this is not the best approach, at least today in our interrelated world. We have achieved a high degree of independence from nature by means of technology. In exchange for this autonomy we have become increasingly tied up with very complex systems to which we constantly delegate new tasks and powers. Concerns about safety keep growing everywhere due to the fact that now we have a sensitive awareness of the huge amount of power we are both consuming and deploying, thus, new forms of dialogue and consensus have to be incorporated at different levels, in different forums and at different times. Within these democratic channels of participation not just the needs and interests, but also the responsibilities and mutual commitments of all parties should be taken into account. (shrink)

This sort of approach clarifies what is at stake in alternative theoretical formulations, draws attention to the wisdom that may be embedded in existing practices, and encourages theorists to confront challenges they might otherwise overlook and to think through the implications of their accounts more fully.

It reflects upon the ways in which claims about culture and identity are advanced by immigrants, national minorities, aboriginals, and other groups. A pesquisa trata de uma introdução à lógica da medida de Hegel. O objetivo é fornecer uma visão geral da terceira seção da Lógica do Ser: a Lógica da Medida. O problema é entender o porquê a unidade subjacente do ser é denominada de indiferença absoluta e como ela se diferencia da indiferença do ser puro? Em outras palavras, a indiferença absoluta é descrita como relação quantitativa inversa dos fatores de duas determinações qualitativas. Então, como essa contradição é dissolvida e, (...) ao mesmo tempo, possibilita a passagem para a essência? Para explicitar esse problema, primeiramente, reconstruímos o desenvolvimento lógico da categoria da medida na terceira seção da Lógica do Ser; descrevemos a contradição da indiferença absoluta de duas qualidades como uma relação quantitativa inversa entre seus fatores. Depois, apresentamos a categoria da medida segundo a Enciclopédia. Há uma dupla transição na Lógica do Ser a partir da lógica da medida: da quantidade para a qualidade e da qualidade para a quantidade. A transição da medida para o sem medida e, deste, para a indiferença absoluta explicita a suprassunção de todas as determinidades qualitativas e quantitativas do ser. (shrink)

But if that were literally true of the Weyland‐Yutani Corporation in the Alien franchise, the least it would deserve is a swift left‐hook to the jaw from Ripley and the few unfortunate persons who survive with her in each of the movies. The question of what constitutes good business practices is what business ethics is all about. In Alien, Carter Burke is the quintessential corporate weasel, and in many ways (...) it's almost as if Gordon Gekko was transported into science fiction. The problem of deferring accountability is unavoidable in any large company, and Weyland‐Yutani is no exception. There are two major approaches to ethics that can help us to understand the extent to which cost‐benefit reasoning is ethical. The first, defended and popularized by Immanuel Kant, is deontology. The notion of ‘omnipotence’ (potentia dei) runs through the history of medieval philosophy especially after the contribution of Augustine’s thought. Augustine thus traces ethical developments from the idea of God’s sovereignty to the construction of an order of things comparable with his power of creation. Augustine was the first Christian thinker to introduce and document the notion of potentia dei in an ethical context, proving at the same time that the ambivalence of God’s power results either from the activity of (...) ordering, or from the impossibility of God’s duplication, or from the incapacity to destroy the world in respect to a rational configuration of laws and events. Too often, however, philosophers fail to take advantage of the knowledge provided by the social sciences about the constraints and consequences of alternative forms of social organization. By discussing ideals in abstraction from the problems of institutionalization, they fail at least to see some of the important consequences and costs of a proposed (...) ideal, and sometimes they fail even to understand the ideal itself. Previous research on counterfactual thoughts about prevention suggests that people tend to focus on enabling rather than causing events and controllable rather than uncontrollable events. Two experiments explore whether counterfactual thinking about enablers is distinct from counterfactual thinking about controllable events. We presented participants with scenarios in which a cause and an enabler contributed to a negative outcome. We systematically manipulated the controllability of the cause and the enabler and asked participants to generate counterfactuals. The results indicate that when only (...) the cause or the enabler is controllable participants undid the controllable event more often. However, when the cause and enabler are matched in controllability participants undid the enabler slightly more often. The findings are discussed in the context of the mental model, functional and judgement dissociation theories as well as previous research on counterfactual thinking. For this collection entitled “After Socialism,” we were asked to reflect upon such questions as what rectifications to present market capitalist systems might be desirable and whether there is any viable remnant in the socialist ideal that ought to be preserved. My basic answer to the latter is that the socialist principle of distribution “From each according to abilities, to each according to needs” remains a compelling moral ideal, superior to the resigned, complacent, or enthusiastic acceptance of economic inequality that (...) is offered by defenders of conventional capitalism and by many versions of liberalism. And so, my answer to the former is that the rectifications to present market capitalist systems that would be desirable would be to reduce the deep injustices and social malformations of these systems as much as possible by moving their distributive outcomes in the direction of the socialist ideal. Will Kymlicka’s new book makes important conceptual, methodological, and substantive contributions to contemporary discussions of multiculturalism. Nevertheless, Kymlicka’s attempt to construct a defense of special rights for minority cultural groups on the basis of his conception of “societal culture” entails implications that are both too radical and too restrictive with regard to the kinds of minority claims they support. In particular, Kymlicka’s account undermines the claims of immigrant minorities to the sorts of special rights that Kymlicka thinks they are entitled (...) to demand. (shrink)

This interdisciplinary volume revisits Adorno's lesser-known work, Minima Moralia, and makes the case for its application to the most urgent concerns of the 21st century. Contributing authors situate Adorno at the heart of contemporary debates on the ecological crisis, the changing nature of work, the idea of utopia, and the rise of fascism. Exploring the role of critical pedagogy in shaping responses to fascistic regimes, alongside discussions of extractive economies and the need for leisure under increasingly precarious working conditions, this (...) volume makes new connections between Minima Moralia and critical theory today. Another line of focus is the aphoristic style of Minima Moralia and its connection to Adorno's wider commitment to small and minor literary forms, which enable capitalist critique to be both subversive and poetic. This critique is further located in Adorno's discussion of a utopia that is reliant on complete rejection of the totalising system of capitalism. The distinctive feature of such a utopia for Adorno is dependent upon individual suffering and subsequent survival, an argument this book connects to the mutually constitutive relationship between ecological destruction and right-wing authoritarianism. These timely readings of Adorno's Minima Moralia teach us to adapt through our survival, and to pursue a utopia based on his central ideas. In the process, opening up theoretical spaces and collapsing the physical borders between us in the spirit of Adorno's lifelong project. (shrink)

Muchas personas pobres y oprimidas dejan sus paísesen el tercer mundo para veniralas ricas sociedades occidentales. Este artículo sostiene que hay pocas justificaciones para mantenerlos fuera. Su inspiración abreva de tres aproximaciones contemporáneas a la teoría política-la de Rawls, la de Nozick y el utilitarismo para construir argumentos a favor de la apertura de fronteras. El hecho de que, a pesar de sus significativos desacuerdos en otros temas, en esta materia las tres teorías converjan en las mismas conclusiones, fortalece el (...) argumento a favor de la apertura de fronteras y revela su fundamentación en nuestro compromiso en respetar a todos los seres humanos como personas morales libres e iguales.
